Biography

David Slaughter has experience in the performance of Environmental Site Assessments in accordance with American Society of Testing and Materials (ASTM) methodologies,  including environmental due diligence on undeveloped, residential, industrial, oil and gas properties, and entire oil and gas fields in accordance with ASTM E1527-13 Phase I ESAs procedures and the U.S. Environmental Protection Agency’s (EPA) All Appropriate Inquiries (AAI) rule that offer Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Landowner Liability Protection. 

David has performed and managed intrusive site assessments of properties in both the industry and private sectors in accordance with ASTM E1903-11 Phase II ESA Process procedures, the Louisiana Department of Environmental Quality’s (LDEQ’s) Risk Evaluation/Corrective Action Program (RECAP) October 2003 policy, and/or the US Department of Housing and Urban Development (HUD) guidelines.  These intrusive assessments include the collection of soil and groundwater analytical data for evaluating the presence or likely presence of contaminants identified during Phase I site assessment. 

He has developed, conducted oversight, and executed risk based corrective action/remediation plans that generally included collection of site characterization data, data analysis and interpretation of results, remediation design and construction, and remediation evaluation including potential routes of exposure, evaluation of constituent levels to determine acceptable human health and environmental risks, post-remediation clearance, and development of closure reports for submittal to governmental regulatory agencies. These remediation plans have also included the registration and removal of underground storage tanks (UST). These investigations and remediation efforts have been effective in negotiating No Further Action – At This Time (NFA-ATT) determinations with the LDEQ under RECAP and Certificate of Completion under RECAP Voluntary Remediation Program (VRP), as well as, gaining site closure for USTs. 

David has experience with emergency spill response, safety audits, safety oversight, industrial hygiene evaluations including air monitoring, chemical testing, fungal and bacterial surface sampling, noise monitoring, and natural disaster emergency response and remediation.

Additional experience includes property assessment and abatement oversight including asbestos abatement, asbestos inspections, moisture intrusion investigations, mold cause and origin investigations, mold remediation protocol design, wildfire smoke damage inspections, smoke impact assessments, and Chinese drywall inspections.
