Larry has over 40 years of diversified construction experience in general, highway and heavy, commercial, community facility, and residential real estate development. He has expertise in the fields of civil design, planning, cost estimating, scheduling, project management, contract administration and inspection. Larry is familiar with construction trades and crafts in addition to possessing a comprehensive knowledge of construction management techniques.
Larry has also provided expert testimony on complex construction projects involving deficient work and has provided fact testimony in construction dispute cases. He currently serves on the American Arbitration Association’s panel of construction neutrals and has served on a variety of arbitration panels involving construction disputes regarding schedule delays, change orders and delay damages.
Larry is currently engaged as a Senior Construction Consultant with Lovett Silverman, a J.S. Held Company. His responsibilities include evaluation of contractor default situations; preparation of cost-to-complete estimates; project reserve analyses; inspection of defective work; project monitoring; contract administration and management of construction completion work. Larry also assists with construction claim analysis. Larry has also given expert testimony for construction disputes involving current and past construction pricing relative to determining cost escalation of delayed construction work.
Larry’s projects have included project types such as schools, airports, processing facilities, commercial buildings, interstate highways, roads and bridges, site development, and residential construction.
Prior to accepting the senior consultant position with Lovett-Silverman, a J.S. Held Company, Larry was a self-employed general contractor performing construction management for other contractors and developers in South Florida. Annual value of work managed was approximately $7,500,000.
As Development Engineer for a major US aluminum supplier (Alcoa), Larry was responsible for the design coordination, site planning, site development, and golf course construction for a 1,000 acre high end residential development in Palm Beach County, Florida, where the annual development was in excess of $30,000,000.
Previously as project engineer for an engineering consulting firm performed construction engineering and inspection for a fifteen mile portion of Interstate 95 through Martin County, Florida. Project entailed all utility relocation, storm drainage, box culverts, and bridges, including one high rise bridge over the St. Lucie Canal.
During a foreign country assignment, with a multi-national corporation (Bechtel Civil and Minerals) working in Saudi Arabia, Larry led a task force formed to completely overhaul and computerize the change order processing system on a project-wide basis. He was also responsible for the administration of 15 Bechtel managed construction contracts with an aggregate value of over $400,000,000.
