Carlos Uranga, P. Eng. MSc, MBA, is a Civil Engineer with over 25 years of international experience in the design and construction management of major infrastructure projects, including roads, railways, water treatment facilities, buildings, bridges, and heavy civil works. He has contributed to large-scale Public-Private Partnership (P3) projects, as well as Engineering, Procurement, and Construction (EPC) and Design and Build projects, across all phases, from tendering and design to construction and operation.
Carlos brings extensive expertise in project operations, contract administration, and risk management. He has led technical and financial proposals, developed bidding strategies, and managed construction risks to secure competitive positions. His experience includes planning, workforce and subcontractor deployment, KPI tracking, and cost control. Carlos has also prepared and managed claims and expert reports for subcontractors and project owners, addressing technical modifications, work disruptions, and schedule delays.
