Cougar Chichester, EIT, is a New Jersey-certified Engineer-in-Training with experience supporting environmental remediation, waste management, compliance, and engineering projects across multiple industries. His background includes field oversight, engineering analysis, technical reporting, data management, and project coordination for complex environmental assignments throughout the United States.
Cougar's experience includes large-scale redevelopment projects under New York State's voluntary brownfield cleanup program, where he conducted Phase I and Phase II investigations, supported the implementation of remedial actions, and provided operations, maintenance, construction, and field oversight services.
As part of J.S. Held's Environmental Risk Assessment practice, Cougar supports waste remediation and management projects, including large-scale pump-and-treat systems at Department of Defense facilities and Coal Combustion Residuals (CCR) sites. His work includes groundwater and soil monitoring, permitting support, treatment system performance evaluations, hydrogeologic analyses, data management, technical reporting, and engineering analysis associated with remediation and compliance efforts. He also supports expert witness matters involving engineering standards of care and practice.
Cougar earned a Bachelor of Science in Environmental Engineering from Louisiana State University and is currently pursuing a Master of Science in Civil Engineering at the same university.
