John J. Ciccarelli has more than 25 years of experience performing expert consulting and project advisory services for clients in the engineering and construction industries globally. John’s experience includes dispute resolution and litigation support, construction cost assessments and audits, risk management assessments, construction project controls and management, and construction oversight. He regularly focuses on schedule delay, loss of productivity, and cost damage quantification issues and participates in various phases of claims management and litigation, including change order review; discovery, mediation, and settlement discussions; preparing expert reports and briefs; and presenting expert witness testimony at formal legal proceedings.
John’s diverse experience includes: commercial, residential, and institutional buildings, power plants (fossil fuel, cogeneration and nuclear), wastewater treatment plants, roadways and bridges, transportation, infrastructure development, earthworks, petrochemical plants, offshore platforms, and oil/gas facilities, and manufacturing and process facilities. He has experience on domestic and international projects and provides a balanced range of perspectives from public and private owners/operators to contractors, engineers, architects, and vendors.
Prior to joining J.S. Held, John was a Senior Vice President at Marsh Risk Consulting. He also held management positions with the consulting practices of several premier global consulting firms, including Deloitte, Exponent, and The Nielsen-Wurster Group. Before consulting, John gained construction management experience as an owner’s project engineer for the Port Authority of NY/NJ and through various project engineering and management roles for a general contractor and concrete subcontractor on numerous projects.
John holds a bachelor’s degree in civil engineering from the University of Delaware and a Master of Business Administration from Rutgers University. He is a licensed professional engineer in New Jersey and Pennsylvania and is a Chartered Engineer and internationally registered Professional Engineer through the National Engineers Registry in Australia. John is also certified by the Association for the Advancement of Cost Engineering (AACE) International as a Certified Cost Professional (CCP) and Planning & Scheduling Professional (PSP). John is actively involved in several professional associations and is recognized as an organizational and thought leader by industry peers as demonstrated through numerous publications, speaking engagements, and leadership positions in AACE International and the American Society of Civil Engineers (ASCE). John was on the Board of Directors and is a former President of AACE International and is currently the chair of the Claims and Dispute Resolution Committee. John is also a contributing author to the ASCE’s’ loss of productivity standard.
