For more than two decades, Josh has played an integral role in mediation, allocation, and litigation efforts nationwide, supporting cost recovery and contribution claims under CERCLA and analogous state regimes, toxic tort litigation, natural resource damages (NRD) matters, and complex allocations at Superfund mega-sites.
Josh has supported cost allocations at major National Priorities List (NPL) sediment sites through rigorous historical research and technical analysis, including the identification of potentially responsible parties (PRPs), the reconstruction of historical facility operations and discharge pathways, and the co-development of process-based mass-loading models. He provided foundational support from discovery through trial in a seminal New Jersey NRD case and has supported dozens of liability, causation, and allocation arguments addressing historical practices and standards of care related to chlorinated solvent use, management, and disposal in metal finishing and vapor degreasing operations. His expertise includes extensive knowledge of chlorinated solvent use under military specifications beginning in the World War II era and extending to the present.
Across matters, Josh has co-authored expert reports; supported deposition and trial preparation; developed demonstrative exhibits; and provided expert support at trial.
Earlier in his career, Josh conducted hundreds of company evaluations and site assessments in support of transactional due diligence and supervised environmental and social aspects of investment portfolios. His experience in these areas includes consulting for money-center banks in the late 1980s; serving as a pollution prevention specialist for the Virginia Department of Environmental Quality (VADEQ); providing environmental consulting services to the Office of NEPA Policy, Office of Environmental Restoration, and Office of Environment, Safety and Health at the U.S. Department of Energy (DOE); working as an environmental specialist at the International Finance Corporation (IFC), where he supported ESG management practices forerunning the Equator Principles for lending and investment in emerging markets; and consulting for the World Resources Institute (WRI), the United Nations Environment Programme (UNEP), and fund managers.
