Robert J. Bullock is a construction expert specializing in project management, surety completion contracting and project scheduling. Bob’s background includes 37 years of experience in cost estimating, developing and implementing contracts with subcontractors and prime contractors, identification, documentation and management of change orders, quality control, staff training, reviewing and approving civil and architectural submittals, resolving disputes through negotiated settlements and processing claims for administrative review. His project experience includes: Federal Government projects for Military and various civilian departments, high rise condominium, large earthwork projects, structural steel bascule bridges, power plants, educational, and multi-family facilities.

Bob currently serves as a Assistant Vice President and is responsible for developing CPM schedules, cost estimates, completion contracts, exposure analyses, and monitoring and assisting in the management of projects from restart to completion. As a consultant he is responsible for delay analysis, drafting of claims and coordination of documents with the legal team in preparation for negotiations, other alternative dispute resolutions, or litigation.

Bob has also performed as a Project Scheduler for high rise, municipal, commercial, and government projects throughout the Northeast, Mid-Atlantic States and in California. His work spanned all phases of construction and included development of complete construction CPM schedules, schedule analysis, preparation of monthly updates, budgets and cost estimates and claims analysis.

As an Assistant Vice President, Bob is experienced in the detailed investigation and preparation of construction claims. His services include the preparation of schedule impact analyses, cost impact analyses, the calculation of construction damages, productivity analyses, total cost claims, time impact analyses and as-planned vs. as-built schedule analyses.
