Scott Armstrong is an Executive Vice President at J.S. Held with over 25 years of experience in equipment loss consulting related to high-technology equipment and systems. He specializes in damage assessment, equipment recovery solutions, repair versus replacement analysis, comparable replacement analysis, production mitigation solutions, and claims analysis surrounding technology-related issues.

During his professional career, Scott has evaluated a wide variety of equipment and systems, including, but not limited to, semiconductor (wafer fabrication) equipment, data center and information technology equipment, medical systems, telecommunication equipment & outside plant infrastructure, mechanical equipment, industrial equipment, specialized electronic systems, aerosciences, and laboratory / scientific systems.

Scott has consulted on many of the largest and most complex catastrophic insurance claims in history, including the 1993 and 2001 terrorist attacks at the World Trade Center, the Northridge Earthquake, Hurricane Katrina, Cyclone Gonu, the Japan Earthquake of 2011, Superstorm Sandy, and Hurricane Harvey.

Scott was President and Owner of Werlinger & Associates, which was acquired in 2019 by J.S. Held. Scott, along with the Werlinger team, provided equipment loss consulting throughout North America, Europe, Asia, and the Middle East to carriers on property damage claims. Scott was also the President of an equipment restoration company.
