Summary of Experience:
Stephen Towne’s training, experience, and practice has been primarily involved with roofing and building envelope investigations and forensics, restoration projects, construction inspections and litigation, and catastrophe response. Stephen is a state licensed contractor, a registered roof consultant (with IIBEC), and structures specialist qualified in urban search and rescue. Within the structural restoration arena, Stephen has overseen and performed efforts relating to assessment, design and restoration in support of structures damaged by fire, hurricanes, vehicles, and impact damage. Within the building envelope forensic arena, Stephen has experience and has been qualified to evaluate and opine on construction, building envelopes, industry standards, and construction practices. He has also been instrumental in the investigation and assessment of structures exhibiting moisture intrusion and structural deficiencies.
As a registered roof consultant through IIBEC (formerly) RCI, Inc., Stephen has conducted roof system evaluations and provided replacement specifications for residential and commercial structures within the state of Florida. In addition, he has provided damage assessments for roof systems subsequent to the Florida Hurricanes starting with Charley, Frances and Jeanne (2004) and on through the most recent Florida hurricane events of 2018.
Stephen also has a background in Hazardous Waste. In this area he has managed warehouse, transportation and logistical activities of an EPA permitted Hazardous Waste Treatment, Transfer and Storage Facility. He negotiated contracts for transportation services, scheduled shipments, and coordinated operational logistics to minimize costs and maximize profits. He maintained facility permit requirements by developing and implementing policies for regulatory compliance in accordance with applicable Code of Federal Regulation requirements.
Stephen also interpreted and applied hardware and software configuration management requirements to various government contracts. He reviewed proposals and drawings to verify contract specifications and prepared cost estimates.
