The Situation

A public school district required oversight and certification that remediation activities at a nine-acre site were completed in accordance with a Remedial Action Workplan (RAW) approved by the California Department of Toxic Substances Control. The work included demolition, excavation, and confirmation sampling to address site contamination. Our experts were engaged to represent the school district and to verify compliance with applicable regulatory requirements throughout the remediation process.

The project involved extensive sampling and monitoring of soil, groundwater, soil vapor, and air quality during demolition and excavation. The scope also required documentation, reporting, and coordination with contractors and regulatory stakeholders.

How We Advised

Our experts oversaw remediation activities and verified that all work was completed in accordance with the approved RAW. Over 1,400 soil samples were collected and analyzed to confirm the removal of contamination. The team monitored three groundwater wells and five nested soil vapor probes and implemented continuous air quality monitoring using upwind and downwind instruments, a sensitive receptor monitor, a handheld particulate monitor, a meteorological station, a photoionization detector, and a multi-gas meter.

Our team performed oversight, documentation, and compliance verification activities, including:

  • Preparing and verifying site-specific health and safety plans (HASPs) for all parties
  • Delineating excavation areas and marking sampling locations
  • Confirming utility clearance and protection of structural features and public utilities
  • Monitoring air quality, meteorological conditions, methane, hydrogen sulfide, and VOCs during work activities
  • Maintaining field logbooks, chain of custody documentation, and photographic records
  • Preparing daily summaries of excavation activities, soil disposal quantities, transport logistics, and sampling results
  • Developing and updating figures showing excavation areas, sampling locations, and analytical results
  • Providing weekly updates to the school district

Our experts also verified contractor compliance with requirements related to:

  • Dust and vapor mitigation measures during excavation
  • Transportation plans and waste manifest documentation
  • Use of appropriate excavation equipment and decontamination procedures
  • Segregation and handling of non-hazardous, California-hazardous, and RCRA soils
  • Management of onsite soil stockpiles

Additional responsibilities included collecting confirmation and step-out samples, tracking import/export and waste profiling, and ensuring proper approvals prior to off-site soil transport. The team coordinated permits and abandonment for three groundwater wells and five soil vapor probes and ensured safety-sloping for excavations exceeding four feet in depth.

At project completion, our experts prepared a Removal Action Completion Report requiring evaluation of over 3,000 pages of laboratory data. The team also conducted air monitoring for dust and VOC emissions for several months during subsequent school construction.
