Tender documents for the demolition and debris removal were sent to four contractors. The property tested positive for asbestos-containing materials (ACM) and was considered “all containing;” i.e., all the debris was considered ACM and had to be treated as prescribed by OH&S. All invited contractors were given a tender document stating the specifications of a site considered to be “all containing ACM.” Because of the bid process and the details offered to the bidding contractors, the process became competitive.
In discussing the results of the competitive bidding process for the demolition and cleanup, J.S. Held’s consultant, though having been involved in numerous insurance claims, notes that they have not utilized J.S. Held’s bidding process in every case. However, claims that have engaged J.S. Held to oversee and implement a bidding process have shown a marked difference regarding estimates due to the competitive nature of such a process.
In this scenario, the highest bid amounted to $1,375,500.00, with a two-month completion timeline. The lowest bid, which was awarded, amounted to $495,937.50 with a completion timeline of two weeks, and work was actually completed in under two weeks.
