Thomas J. Costantini is a J.S. Held vice president and senior construction consultant with over 35 years of experience in construction management, general contracting, sub-contracting, cost estimating, and residential and commercial development. In this capacity, Thomas provides expertise in property losses, construction claims, builders’ risks, construction defects, as well as providing expert testimony. Thomas oversees and provides the development of damage assessments and repair procedures, detailed estimates, comprehensive analysis of submitted contractor's documentation, as well as development of historical and forensic analysis of construction schedules.
Thomas has worked on high profile losses both domestically and internationally. He was the Chief Estimator in the Cat Response division for two years after 9/11. Thomas worked on numerous buildings damaged in the New York City attack, including the World Financial Centers, the World Trade #7, the 30 Broadway Building, the Deutsche Bank Building and World Financial Buildings 1, 2, and 3. He has also worked on numerous hurricane related projects throughout the southeast and Gulf Coast, including large residential apartment complexes, condominium associations, commercial and industrial structures, nursery facilities, hotels and casinos. His responsibilities included conducting damage assessments, the creation of estimates, repair schedules, and negotiations with all parties associated with the projects.
As a former Chief Estimator for an ENR Top 100 Construction Management company, Thomas created conceptual, schematic through construction estimates for numerous schools, hospitals and manufacturing facilities. He has vast experience in the downtown Chicago and the Chicago metro market, working closely with the design team, creating conceptual estimates, negotiating contracts with sub-contractors, coordinating activities with municipalities and overseeing the construction of numerous projects simultaneously.
Thomas has held many roles over the year, including being the owner of his own construction company, an operations manager for commercial and industrial projects, a project manager for construction projects, and the acting superintendent on numerous high-rise buildings. This implicit experience gives him a deep understanding of residential, commercial, and industrial projects and makes him a valuable asset at J.S. Held.
