Summary of Experience:

Tim has nearly 40 years in the construction industry, beginning as a Registered Residential Contractor upon graduation from high school. Tim oversaw a successful construction firm specializing in remodeling and new construction on residential and commercial projects. By means of examinations Tim elevated through the licensure ranks of Certified Building Contractor and then Certified General Contractor.

Tim joined the Pasco County, Florida Building Construction Services Department and rose by way of promotions during his 27 years with the department. Tim served as a building inspector, plans examiner, building official and ultimately performing as the Development Director, leading a staff of 88 and a budget in excess of $7.1 million.

During his tenure with Pasco County Tim interpreted and enforced construction and building codes, land development codes, flood zone ordinances, minimum housing standards, contractor licensing statutes and state and federal laws related to permitting and construction. Tim interacted with owners and owner representatives, occupants, architects, engineers, contractors, developers, attorneys, county commissioners, administrators and staff, and the general public.

Since joining J.S. Held, Tim has put his experience and expertise to work for our clients and other J.S. Held staff members. In addition to determining and documenting the code-compliance of building components, Tim has been instrumental in clarifying if code upgrades are legitimately mandated during damage repairs, as has been suggested by contractors, estimators, adjusters and owner’s representatives. Additionally, Tim has successfully interacted with inspectors and building officials to assist them in correctly and impartially applying and interpreting the codes and ordinances that have been adopted by their jurisdiction.
